The story - Countless times in the 25 years as a NYer I looked at the Empire State building. After a while one starts to notice how different windows might reflect light differently. It might be the angle of the light, it might be a variation in the window. Perfect opportunity to give a nod to the tinsel painting though with even the darkened window reflecting light and it all pops against the big sky behind it.
